Meet the Team
Jenn Lopez
Founder & President

Prior to founding Project Moxie, a housing and homelessness solutions consulting firm, Jenn held a senior position in Governor Hickenlooper’s administration in Colorado and led regional housing efforts in Southwest Colorado for several years. She loves working with local community leaders and excels at both strategy development and implementation work. Jenn has developed thousands of housing opportunities during her 25-year career and thrives on projects where the public and private sector are aligned for maximum impact. Jenn has a Masters in Community and Regional Planning from the University of New Mexico, and a BA in English Language & Literature from Fort Lewis College. She currently serves as Board President for the Community Economic Defense Project, and was previously a longtime Board member at the Colorado Housing Finance Authority (CHFA).
Sara Monge
Vice President of Community Strategy

Sara Monge has more than 15 years of experience working in the philanthropic sector, with a background in both grantmaking and public policy. She is deeply committed to advocacy efforts that promote equitable solutions for individuals experiencing homelessness and those seeking attainable and affordable housing. Sara brings strong project management skills to her work, having led complex initiatives, coalitions, and large stakeholder processes to drive systemic change. Her experience also includes successful grant writing and resource development to support community-driven solutions. In addition to her housing work, she has focused on healthy eating and active living initiatives. Sara holds a BA in Politics and Government from the University of Puget Sound.
Kristiana Elite
Project Analyst

Kristiana has an MA in Urban and Regional Planning from the University of Colorado, Denver and a BA in Cultural Anthropology from the University of California, Santa Cruz. She has 25 years of experience with buying/ selling/ managing residential real estate, and experience as a real estate broker and in assisting an affordable housing developer in Denver. Kristiana also holds a Masters Certificate in Geospatial Information Systems (GIS) and spent six years working for the U.S. Geological Survey as a regional point of contact supporting federal, state and local partners in accessing and editing a national geospatial surface water dataset.
Josie Butler
Vice President of Housing Development

Josie has expertise in affordable housing development, project management, and community collaboration. She served in the roles of Acting Executive Director and Associate Director of a New Mexico nonprofit affordable housing developer and played a pivotal role in the successful development of a 65-unit Low Income Housing Tax Credit (LIHTC) project in Santa Fe. Her expertise in the LIHTC program, coupled with her proven strengths in project, construction, and property management, allows her to provide valuable insight across all facets of affordable housing development. Josie has a track record of building strong relationships with contractors, community members, local governments, and stakeholders, allowing her to effectively address the diverse needs within the affordable housing landscape. She holds a bachelor’s degree in Politics and International Affairs from Wake Forest University.
